- Budget Expert Calls on the City of Palo Alto to Hold Public Hearing
Bob Brownstein, who has spent more than 20 years as senior advisor to local elected officials including 8 years as budget director for the Mayor of San Jose, calls the city's response to questions raised about its Internal Service Funds "insufficient".
"Palo Alto's employees have raised serious questions that warrant an open debate. A public forum to discuss the budget can help provide the answers."
"If a city transfers substantial operating revenue to its capital budget, as it appears Palo Alto has done, then it is fair to ask whether future short-falls in the General Fund are structural or the result of disputable priorities."
